No... I said changing the flood control to 0 would disable the flood control...

I do need to pick Mr Papa up on one point he made above:

at the top of the section of the panel where these settings are is a red box with some text… what does it say?  make sure you are using pop3 if it says imap is not available…

I keep trying to hammer this home and it is explained in detail in the codex article but the connection to the mail server MUST use POP3 protocol. This has absolutely NOTHING to do with using php IMAP. The port and method must be POP3 and the email server has to accept POIP3 requests.

Getting the 'permissions' error in the email log does mean that the connection was made but that the sender of the email reply failed to meet the permissions set up on the forum. As Mr Papa said - they do need to have the ability to reply by email and - optionally - create new topics by email. So these do need turning on for those users you wish to allow to use this feature.
