looks like a slight typo in the function name (doesnt quite agree with the hook argument)... try this, works for me:
add_filter('sph_pm_email_special', 'my_allow_usergroups'); function my_allow_usergroups($flag) { return true; }

it wont show you the members... just the usergroups list... select a usergroup... if you want to see who is in what usergroup, you have to look at the members list page...

how can you see the list of members in a usergroup in the pm inbox when selecting a usergroup to pm???? we do NOT provide such information to anyone... not enough real estate in the pm compose for such a thing...

you said you wanted users to be able to send pm to all members of a usergroup... with the code change I gave you, they can do so... yes, in the pm compose, they have to select the usergroup they want to send to...
if you want members to be able to view members of usergroups, they need to go to the members view page... By default, only usergroups the user is a member of is shown to the user... but you can change that in your members list template...
so what is confusing? we can try to clear up...
