Unfamiliar with 'Vine' myself but I see what it is now I have searched.

So - two questions. Does WordPress support this using it's oEmbed service? And - what do you actually enter into the post to get this to show up? The link or the embed code?

If it is supported by the WP oEmbed code then you would use the link. If not you would use the embed code supplied by Vine.

If the link and WP oEmbed - then it should just work. Just as a YouTube video works with just the link.

The problem with the embed code is that it uses an iFrame. Now that is fine in a blog post because the creation of blog posts is restricted to the blog authors. But on a forum - where you potentially have an unlimited number of users - allowing people to create iFrames in posts is tantamount to saying - here you go guys,  come on over and destroy my website! The potential security hole it creates is enormous. Having said that - if you ant to take the risk and believe you have a trustworthy user base, you can allow members of user groups to create iFrames in posts - see the permissions set(s) you are using.
