The only reason I have ever come across for this is that some OS’s – such as OSX for example – will append a ‘1’ (and then ‘2’ etc) to a folder on unzipping if a folder of that name already exists. I would argue that there has to be something in your server environment responsible for this. And, of course, it is not something we can ascertain.
Yes that is strange, it is a standard debian system and the folder was not on the FS. Anyway, the problem should be on our side.

To resume what we try to do: we want the guest to view the polls, but not able to vote on it.
on the forum level : Guests => Read Only Access
And on the Read Only Access: can vote in a forum poll within a post is disable
