I have uploaded and activated this plugin but it doesn't seem to be working. I do not understand this below:
Mentions: Allows you to tag users in posts (Twitter style) and have them notified.
Just download, install, activate and add any necessary template display tags to your theme. Available on our Plugins Download Page: https://simple-press.com/downl.....d-plugins/.
What else needs to be installed for this to work? Is the theme mentioned the SP theme or WP theme? Where do I find "template display tags"?
Any template tags that are relevant to a specific plugin are bundled with the plugin code.
More detailed information on plugin template tags and other information is on the codex: http://codex.simple-press.com/.....e-plugins/
In the case of 'mentions' the tags are entirely optional. One will display alist of the latest mentions and the other a list of the current users mentions. You do not need either as such. They are just available if you want to add them to your site. Again - if you wanted to add them them then the where is entirely up to you.

OK I was now able to log into the page with all the information regarding using the Mentions plugin. Yikes! Too complicated for me.I have no idea how to install all these tags or where they go in the SP theme. And I spent $39 to download this plugin!
Oh well, live and learn.
Adding things like tags to your theme is standard WordPress practice and is one of the main reasons WordPress has been so successful - you can so easily make every WP site completely unique.
We have tried to make each optional template tag clear so that you can copy and paste and, of course, it is easy to undo any changes if something is not right.
When it comes to using forum related template tags in non-forum locations then there is nothing we can do to automatically cater for this. It has to be a user action. And - as I said - where you locate data has to be your choice.
Millions of WordPress users across the globe do this sort of thing regularly and the skills needed to copy and paste a code fragment from one place to another are not exactly that demanding. perhaps a little time on the WordPreas Codex getting an understanding of how to use template tags would be worthwhile.
