On my forums (http://www.heromachine.com/forum/) I allow users to upload text files. However, in the File Uploader Settings screen, there is no "auto insert images into post content" toggle option like there is for image and media files. As a result, the user uploads the text file, I can see it in the proper folder via FTP, but there's no way to add the link to the file into the post. Once they hit "post", it's as if the file disappears.
In the "Help" for image and media uploads, I see this warning:
You can choose whether you want the uploaded media to appear in the post itself or just as an attachment. Please note, if you upload a media file and do not select this option and turn off the attachment display option in the settings section, you will not see any indication of a media upload.
It seems like this is what's happening for the text files, but I can't find "turn off the attachment display option in the settings section" anywhere.

With that option turned on (which it was before), here's what it looks like after I selected an image and a text file:
After I hit "Upload", the files process with check marks and the image BBCode appears in the post, but the .txt file does not:
But if I click on "View Existing File Uploads", the .txt file does appear, and I can click on a name to insert it into the post:
(I didn't realize clicking on the file name would insert it originally.)
So I can tell my users they have to upload it, then they have to click on "View existing file uploads", then pick the file they want and a link will go in, but unless they know that, it will just seem like the file disappeared. It would be nice if there were an option to auto-insert other files like you can with media and images.
OK we have been talking at cross purposes here. I was under the impression you were referring to the display of the post after it has been published.
So just leaving aside the edit stage and your questions on this - when the post is published with an 'other' file type that has been uploaded - does the attachments box show up correctly?

sorry for jumping in late but...
other file types can only be display in the attachment section... they cannot be inserted into text automatically... media and images can be inserted because they are visual... there is nothing visual about an other file type... just a link to it... which is what you get for other file types... in the attachment section... which is sounds like you are saying users are not seeing...
so have you given them permission to download other file types? there is a permission that governs the ability to download other file types... this is because a fair number of users want to limit downloads of the file to members or other groups...
so please confirm that the the download other file types permission is turned on for who you want to be able to do so...
