Permission Set not working properly

We have a custom permission set that allow "view profiles of members" but "can view the members list" is not checked.  However users with that permission set are still able to click the "Members" button and see the list of members (it appears that the user can view members of the user group that s/problem-with-post-edit-buttone belongs to + admins, but not other user groups). Could you please help to see what might be wrong here? Or is it supposed to behave like that? Thanks!

This is not something I can replicate and seems to be working as expected.
Is it possible that the user(s) in question are members of more than one user group and have permission to view the members list in their second grouping?
