did you enable it in the forums that you want to have polls in? not all users want it in all forums...

I am struggling as well. The codex writes:
Once the plugin is installed and activated you must go to the Manage Groups and Forums page in the Forum administration section then edit and enable polls for each forum that are to have this feature.
However there is no such option - when you go to Manage groups and forums, you have for groups:
- edit group permissions
- edit group
- delete group
And for forums:
- View forum permission
- Edit / Delete / Disable Forum
I tried clicking on all of these buttons, but nowhere was there a mention of polls.
I went into user permissions, found the 2 poll buttons and turned them ON. But still there is no mention of a poll in the front end.
Using SP 5.3.1 and tried with default and unified theme.

I have performed these steps (thanks for the verification). That's what I was implying by "The poll plugin is active." That is, I can see the options to enable polls, and even to manage polls.

How does one create a poll inside a topic? I do not see an option in the TinyMCE Editor or anywhere else.
Enabling polls in a forum has nothing to do with activating the plugin... By activating the polls plugin, you are able to see the options and manage polls... you still have to go to each forum where you want polls and explicitly enable polls to show in that forum (most folks dont use polls in all forums)...
so assume you did both activation and enabling in the forums you wanted them, then what is the poll option setting for only in new topics? that option controls if polls can be created in any post or just the first post in a topic (ie new topics)...
what users have you given permissions to create new polls? and vote in polls? those are two new permissions that control who can create polls and who can vote in them... an sp admin will have both...
the Poll button will appear below the editor window with the smileys, options, and buttons...

I've determined that after enabling polls (for everyone, in every forum), that the poll button appears in the editor window as you've described, but ONLY FOR NEW TOPICS! In other words, no one, not even a forum admin may create a poll for topics that existed prior to enabling the poll plugin.
I could have used that info a lot earlier. Do you have an article that explains this?
In the codex article on Polls it mentions the option for newposts only. Did you check that setting?

Settings
- Select to allow polls to be created in every post or just the first post of a topic. If you elect for only the first post of a topic, then polls can only be created in new topics.
