Hhmmm...yup, that was it. I deactivated the Bad Behavior plugin and now I can vote with a max answer allowed of one. Think y'all can develop a workaround? Or get the developer of Bad Behavior to change how it works? Or will I need to ditch the BB plugin permanently?

I don't see any option I can activate or deactivate that could be causing the problem. I tried adding /forums to Bad Behavior's whitelist, but that didn't work.
I can try to leave a message for the developers in the plugin's support forum on WordPress.org, but I can't do any more than rephrase what you've explained the source of the problem to be and relay any response back. A technical discussion about the coding involved is beyond me.

It has whitelist capability. I put /forums in the whitelist field as the instructions directed. But it didn't work. I think the plugin treats webpages and submission forms separately, so whitelisting /forums might not whitelist the polls on that page.
how do you whitelist a form?? enter the ID?
