Hi,

I am not seeing a difference between the post as email as the report post options pages. Is there something I'm missing here? Can one act for the other or do you need to upload both?

The Report post plugin is for reporting a post with questionable or objectionable content to the forum admins. If you want to see what it looks like/does click on the "Report" button on this post.

You can see the Plugin: Report Post codex entry for details on how it works.

On the 'Post as email' you mention do you mean Post By Email? That plugin allows someone to send an email to the forum to reply or start topics. The Codex entry Plugin: Post by Email discussses how it works.
