not exactly sure what you mean... since simple press uses the users from the wp site, it is site wide...
do you want to just have a pm button elsewhere on the site besides in the forum? if so, you might check out the plugin page that talks about available template tags for display pm functionality anywhere... https://simple-press.com/docum.....messaging/

What I am really looking at is setting up a Page (regular wordpress page) where users can read/manage/send etc PMs outside of the forums... withOUT the header showing up etc...

Afraid not... you can put inbox links, counts, and send pm buttons, etc where you want... but if you need to review PMs (or send), it will have to redirect you to the forum pm pages...
of course, our API is such that you could create a custom page template for this and display any of the forum information you want... but would take a bit of coding as not built in...

OK, then another probably "Why would you do this?" question. If it's even possible, how difficult would it be and how could I make the INBOX and send PM buttons link to a page of a different sitewide PM system?

An intriguing question.
My gut feeling says we should be able to do this with some sort of filter but a question first. Is this PM system another WP plugin? If so it would have it's own unique url and possibly post query variables. Can you tell me what it is?

It is an extension of the Ultimate Member plug in for "membership" sites called "Private Message". We have not yet purchased the extension and therefore I am not sure of the how it works bit. I will see if I can dig up some additional information...
