First question - are these genuinely tall images. what - for example - is the height of the first image? I ask especially as I can see from the Firefox version that these are not normal square avatars...
Next question - does the same thing happen in normal forum posts or is this just an occurrence in PMs?
And - finally - if you can use the browsers web console in the 'Elements' mode to highlight one of these images you can see if there is any CSS knock-on from your theme or another plugin. Will need that to determine the best way to deal with it.
Typically - as a Chrome user myself - I do not get this issue so the above answers will be interesting.

1 - I was trying to get you to determine if the image being shown in the PMs is the full height of the original - just squashed horizontally. It looks ike this is probably the case.
3 - Yes - thats the right tool. The small window to the right has a list of all the styling that is being applied - and from where it is coming from. So - for example - 'style.css' is your WordPress theme styling. The forum styling will be named after the theme you are using. I was hoping you might be able to take a close look at that to see of you can see anything that might be stopping the image from scaling. You may need to scroll it down. But - you will need to do this with the PM screen - not a post.
For the record - and so you know - allowing avatars this kind of size is going to have performance issues on your forum display. If you have long topics with many of these images they are going to be requested over and over. We cache gravatars (with the right plugin) but not these sort of non-avatar images.

If I try and use this image I get the same issue but I also get it in posts. And no wonder! It is huge - 350 x 484 pixels! It was only when I actually copied it off this morning that I realised just how big it is.
Avatars are supposed to be relatively small little ID images. Probably average size would be 50-60 pixels (we use a max size of 50 here) and they do need to fit the available space.
The problem here is that they are blowing out the available column width AND the available depth.
Browser scaling is, again, expensive in terms of performance and the user information columns in the forum and PM were never designed to take something so big. I would really, seriously recommend that you cut these images down to a more manageable size - and it can only help performance.
I do not know how you are dealing with avatars (user uploads, pool etc.,) but I think you need to address your avatar options (admin > profiles). I am not even sure I can conjure up some CSS to correct the display. I can try but I would be doing so most reluctantly...
