Most redirection plugins I have encountered usually have some sort of option to exclude certain urls so - for the sake of insurance - if the one you are using does then add the forum base url to it in whatever format the plugin requires to ensure it will have no negative effect. Might be worth briefly deacivating it just to make sure it is not the issue but it probably isn't.
Mod_security is a much more likely candidate so yes - if you can easily disable it I would do so and perform a few tests to see if it is the cause.

Is that a 100% or just assumed? Mod_security is still the most likely explanation.
There is nothing wrong with the URL being generated. There are no redirection rules set up either in a plugin or in your .htaccess file. You have rebuilt the WP rewrite rules with the update permalinks action. We assume no other WP plugins are actively adding page rules that might be ditching those of SP - i.e., all the other page views work. All your components are up to date and - we know - do work together....
...and something - behind the scenes - is blocking the url in question. Which is typical mod_security behaviour. Sorry - but I really do think that until we know this as a 100% definitive fact then it is still on the board as the most likely candidate.
It might also be worth taking a look at the access logs to see if there is anything to be gleaned from them regarding the url.

Your admin really needs to check with your hosting company as it is they who will impose mod_security on a server.
Mod_security works with pattern matching. It holds 'patterns' of known 'attacks' or security concerns and if it discerns a possible pattern match in a requested url then it will refuse to load it and issue a 404. It is a bane of every web developers life because there is no standard and one set of patterns with one user will not always match another users.
In our experience, hosting companies are usually quite willing to modify a pattern if it is causing a user grief. So if the PM url is triggering a match in some way - then mostly a host will remove that pattern for you or modify it in some way to avert the issue.

Personally speaking I am out of ideas as we appear to have exhausted the WordPress side of things and am now, I suspect, into server/setup or environmental territory. Certainly in unique territory.
I will talk to Steve (Mr Papa) but we may need to have a greater degree of access to the system if we are going to or able to debug any further.
