Hi I have the latest version tags

Version 1.1.4

Is there a way to restict tags to a predetermined set of tags?

Yes, I have seen the bulk rename feature which is neat, but client wants to restrict tags that users can use in the first place.)

Also is there a way to give a user the ability to manage tags w/out giving them the ability to upload plugins?

Right now the only way I can get manage tags to work is if I allow manage plugins.

I am a little confused with your questions.

You want to have the Template tags plugin activated on the site but you don't want an Admin to be able to use all of them?

You also want to restrict Admin from uploading plugins? Where are they getting the Plugins to upload? Are all the Admins members here and can download them? If they don't have them they can't upload them.

In addition to that there are template tags included with a lot of the other SP plugins. For example if you use the Who's Online Plugin then someone could create a template tag text widget to show who's online in a sidebar. Do you want to restrict that also?

Sorry, this the tags plugin that allows people to tag posts.

For ex, on this support forum, click on add topic and then look at the bottom and you'll see the "Topic tags:" area.

So if I make about a post that deals with cars motors ... I could tag it as car, motors,

This is oriented toward users not programmers or admins.

However, there is an admin section for bulk editing of tags incase the admin wants re categorize posts.

There is a "manage tags" admin permission,  but this permission  only does something if the "manage plugins" permission is granted to admins.

I want people to be able to edit the tags but not be able to upload plugins.

afraid there is no easy way to limit the tags to some predefined set. On the net, that is not really the way tags work. and frankly, the first time anyone has asked for such a thing. I can add it to our list for future consideration.

also, you might take a look at the topic status plugin which does offer a predefined set of items that you can assign to a topic.

as to the permission, it was designed to work with only the Manage Tags permission... but this was before plugins came into existence... so perhaps that got messed up on conversion as it was not the intention... will open a ticket to look into...
