The majority of things can be ordered by changes to the theme templates but in this case you could try turning on the 'integrated editor options toolbar' in the forum admin > options > global display options panel. I think that may be what you are referring to.

I clearly didn't understand the original question. I thought you were referring to the editor area components. What is it about the forums you want to know?

Andy gave you the answer... turn on the integrated toolbar... forum -
options - general display settings...

With the integrated editor options toolbar active then I don't believe you can do that. I can think about it for the future though...
