can you explain just what you mean by 'whole toolbar'. By default, SP has a more cut down version of tinyMCE than, say, the WP post editor version. This is because many of those options do not really apply the same to forum posts.
But of you want to add some back in then if you go to the forum admin > components > editor panel then there are options to do so. The popup help should tell you all you need to get that done.

Afraid that we really do need to take a close look at the actual HTML and code being generated which we can only do with the site being opened.
So you really do need to open a temporary user account for us just to get this thread sorted. May I suggest that you use our PM system to safely send credentials to both myself and to 'Mr Papa'. well I have been over to your site and had a quick look and am somewhat mystified at the moment!
The reason you are not seeing the editor is quite simply that none of the editor components are being loaded. What is odd, however, is that there are no errors or warnings which suggests that the site is not even trying to load it and failing in some way! That would give me something to work with!
I think we need to start with verifying the actual timyMCE SP plugin files. Unfortunately, the account you set up for us does not have forum admin rights so I could not check more deeply.
So - if you navigate to the forum admin > components section - do you have am 'Editor (TinyMCE)' admin panel listed and if you do, and you load it, do you see the form with the various options filled in?
