wp-config.php'de define('WPLANG', 'tr_TR'); aynen kalıyor ona dokunmuyoruz.
anladığım kadarıyla önce şu 2 adrese gidiyoruz:

sonra en altta "export all current as mo" olacak şekilde ayarlıyoruz. üstteki kutuları işaretlemiyoruz. ardından export diyoruz ve .mo dosyalarını indiriyoruz.
indirdiğimiz sp-tr.mo ve spa-tr.mo dosyalarını sp-tr_TR.mo ve spa-tr_TR.mo olarak yeniden adlandırıyoruz.
sonra da bu dosyaları /wp-content/sp-resources/forum-language/simple-press dizinine yüklüyoruz.
ben bunları yaptım, admin kısmı türkçeleşti ama forumun ön yüzü türkçeleşmedi. siz de bir deneyin bakalım ne olacak.
gittikçe daha da karışık hale getiriyo adamlar şu forumu. bi dili değiştirmek işkence resmen...

I downladed both front-end and admin .mo files, renamed them as sp-tr_TR.mo ve spa-tr_TR.mo and uploaded into /wp-content/sp-resources/forum-language/simple-press.
Admin section is now in Turkish, but front-end is not.
I can understand 1patron1's frustration, I'm sorry but Simple Press is everything but simple.
Just to change the language, first I have to find the translation site, register, try to solve how to download the files because there is no direct download link, finally dowload the files, then realize I have to rename them, then find the confusing simple press language directory and upload them. I mean come on! This is such a waste of time just to do something simple like changing the language.
Previous version was already complicated, but this one is beyond complicated...
this version is no more complicated than before... unless you consider having a separate admin and seperate front end translation which was widely requested by soooo many users since they only wanted to translate front end for their users... and they were the only ones seeing the backend... just cuts down on the amount of translating required...

aynen dediklerını uyguladım ama degişiklık yok sorun devam ediyor normalde admin panelde dil sorunu sorun deyıl orda ben bir sekilde her şeyi yaaparım da forum turkçe olsa yeterdi

nope, no caching plugins. also I cleared cache and cookies on 3 different browsers, but still same result.
1patron1 says he is also getting the same result, front-end language doesn't change.

Have you also downloaded and installed the theme language file (if it is available and translated yet)? You have to remember - as I said somewhere buried above - most of the text is now coming from the theme NOT the core.
The old method of translation relied on having one person who was being asked to translate well over 1000 pieces of text. It also required a lot of administrative work our end.
The move to GlotPress follows the same move currently being made by the WP core team. It is NOT our software and we do hope that it will be improved quickly to make it's use easier. But it is a fairer system and does not rely on a single volunteer.
This is a community task. It is free and can only happen with volunteers who give large amounts of their time to help others. if there are parts that have not yet been translated then it is a matter of waiting for someone else to do it or pitch in and join the effort.
