so that says you have a theme or plugin that is adding additional buttons and plugins to the wp editor...  Its quite possible they are doing it wrong - many do...  they make the false assumption that the wp editor is only used in the admin and thus add stuff incorrectly...  the wp api fully supports the wp editor being used on the front end... but if a plugin or theme hooks into it incorrectly, it will cause errors on the front end usage...

since most of those new buttons seem to come from the theme, can you try a quick test?  do a temp switch to one of the default wp themes...  and see if you still have issues with the popup coming up..
