what should the permissions be for that, I tried changing it, but for some reason it would not let me through filezilla

Normal permission for a file like that would be 644.

and on the parent directories?  wp-content, sp-resources, forum-plugins and uploads-viewer…

also for the file and directories, check the ownership… that is uid and gid… compare to wp-content…

all the parent directories are 775

Well UID is UserID, and GID is GroupID, and I believe they have to match. I think you should be able to find the info in the same place you found the folder permissions, hosting control panel, file manager maybe?

not match together. But each should be the same as for the parent folder – which in WordPress terms would be the ‘wp-content’ folder.
