I have my forum bypassed through cache and I have the widget in my footer below the forum and for some reason it is not updating when a new post is made, thank-you

I might be getting the wrong end of this one, but here goes anyway 
If it's 'in my footer below the forum', then does that mean it's part of the site rather than the forum - and being cached?

I thought that as well, but I tested it on my staging server which has no cache at all and same thing there, it's not even updating the unread and recently updated topics on the bottom of the main forum when I'm logged out, shouldn't that at least be updating?

Well that's the obvious one out the way..
Is sph_stats_cron running in forum > toolbox > cron inspector?

I dont believe there in caching in effect there... its own direct query...
you can double check it by forum - toolbox - housekeeping and flush the general cache... doubt it will help, but certainly rule it out...
as well as no cache, no CDN, right?

I double checked with wp-engine and they said the forum was bypassed, no cdn enabled. I just made this topic 3 minutes ago.

It's not showing up on the front page recent, the drop down or the widget in the footer

can you post screenshot of the widget options screen?
also, from the groupview template file, can you show us what you have for this call:
