Hi,

How do I manually create a new user to the forum once I have approved them ?

I don't use WP registration.

There is no such thing as a 'forum user'. There are only WordPress users - or - users on your website (the same thing).
If you do not use the built in registration form and code from WordPress then it is necessary for whatever plugin or code you are using to still utilise the WP API and protocols that inform the website/plugins etc., of new users.
