Thank you so much for your quick response.
In the Integration -storage locations; the location is wp-content/sp-resources/forum-themes
I see the permission for default.php is 0644 while it's 0755 for images and overlays. Is this the correct permissions. Also could you let me know what uid/gid settings should be and where I need to check them.

The UID and GID can usually be disclosed with a good FTP program or through your website control panel - file manager type option. They refer to what user and group of users are allowed to own and have access to the folder.
Once you are able to show them then you need to compare the two names with those on the parent /wp-content folder and they should be the same.
They should be the same when a new sub-folder is created - i,.e., they should be inherited. But some hosts seem to set these up differently - possibly as some sort of form of security - and they do not always inherit correctly. It is rare but it happens to a small number of users.
Probably the quickest and easiest way might be to ask you hosting support to check them and, if they are set incorrectly, to put them right for you.

Thank you so much for the explanation, yes both of them are exactly the same and replicate each others. I have changed the all the files for the theme 0755 but still the same issue is there. And this link http://www.msocialh.com/wp-con.....lor=silver is still giving 404.
so you did verify the gid in particular? some php settings force created directories by the web user to be wrong...
then its time to talk to your host... but if that file is not web accessible, its a problem... your host ought to be able to track down why...

Hi Mr Papa,
My host said there is no issue accessing this file by Wordpress, but you can't access PHP files from outside as a security, since I am able to access images from the same theme from outside http://www.msocialh.com/wp-con.....adient.gif only PHP files are not allowed from outside, what do you think? what we should check now!
instead of the default theme, give the css only theme a try... the default theme main theme file is a php file..

as I said, the main default theme is a php based theme file... you host is evidently not allowing it to be processed as a css type file...
