It looks like the CSS is not being loaded, or stopping somewhere. Have you been working on theme changes? could be something as simple as an open rule ( i.e without a closing brace '}' )

or perhaps you server is set up to not allow php parsing of css files... try switching to the SP CSS Only theme and see if that clears it up...
