(The syntax comment is due to both boxes displaying different colours for the same lines of code yet both are php.)
I did think someone might have too high a security setting or are blocking cookies, I have posted a message with a screen shot so to see if the problem user/s come forward. I still can't replicate the error not even with an XP or linux box.
Stats show the following old browsers in use, also seen low res too so I presume someone is using a fairly old PC to view the site. (newer browsers have not been included below) I'm not clued up with mobile browsers so I have no real idea what the latest version of their browsers should be.

The first paste you did is NOT php - it is an error report. It can't format it as php...
So yes - seems to me the next step would be to try and isolate the user(s) who do not get the blue overlay so we can see what they are using. If I had to take a bet my money would probably be on Safari of some flavour...

yeah, despite the warning, its possible the theme renders right though I doubt it... screenshot would be useful if they can do it...
