Are you using a supplied theme or a custom one? If a supplied theme I am not sure what may be causing this but if you could try the CSS-Only theme and see if it displays correctly we may be able to narrow it down. If a custom one I would try with a supplied theme.
If you don't have the CSS-Only theme you can download it here. https://simple-press.com/downl.....ad-themes/ then use the Theme uploader Forum Admin > Themes > Theme Uploader and upload the zip file you download. Then activate it and see if the forum displays correctly.
If it does then that would narrow it down to an issue with the original theme using an overlay file.
your host may have disabled the parsing of css files with php... some paranoid hosts have done that... Brandon's test of using the css only theme will confirm that... if the problem, you need to get your host to fix or use the css only theme... if you have customized a overlay theme, we can probably create a css only version of it in a few minutes...

looks like a permissions problem on your server.... one gets this for the theme css file:
You don't have permission to access /wordpress/wp-content/sp-resources/forum-themes/css-only/styles/css-only.css
so the settings on your server is such that its not web accessible... assuming that is the proper location, you will need to correct...
take a look at the sp-resources folder and see if it has same permissions as wp-content... and check the uid/gid (user and group owners)...
