just to be sure you are talking about customizations made on forum - profiles - menus and tabs?

yes, absolutely...  the path to the permission forms include the domain (note path vs url) so moving to new server will usually require you to reset the tabs/menus to get them working...  its unfortunate that happens, but its because themes and/or plugins can add tabs or menus and we wont know where they are stored...  we are considering some ways to get around that, but nothing imminent...
