I just installed it and it is totally unformatted in the frontend after install. In the backend it looks perfect. I followed these instructions but it did not help: https://simple-press.com/docum.....an-update/

No, generally not... when you say unformatted, sounds like you might mean the css is not being loaded... without access to site, hard to tell, but couple potential issues...
1) permissions issue and the sp-resources directory is not set such that its web accessible and the css file can be loaded...
2) server settings are not allowing use of php files for css...
you can test #2 by switching to the barebones css theme on forum - themes - themes list...
