Here are the answers to your questions:

1. The site count refers to the number of installs . Support is always limited to up to two sites.  So if you purchase an unlimited site license you'll be able to install and get updates for any number of sites.  But you'll only get support for your two sites - we will not support all your unlimited client sites under that license.  If your clients need support directly you should probably have them purchase their own license.  The unlimited and other multi-site license are intended for those developers who are experienced enough in WordPress and Plugins to be able to support their clients (and can generally mark up their own support services in a maintenance contract.)

3. Early access to updates is something we sometimes use to do a slow roll-out instead of blasting all users at the same time.  Instead of offering the update to all users who might require more hand-holding, we offer it to platinum users first who have already paid for a higher level of support and is thus likely able to handle the early updates better (if they wish to get them).

Hi:

You only need the license key installed if you want to have the site work with the WordPress automatic updates function.  Otherwise, you don't need it and you can download and apply any updates manually without a license key.

If you do want to keep the dev site automatically updated then you will need a license key for it.
