I've spent a lot of time studying up before posting a question. I've got a lot of it down, but am confused on a couple things:
1) I see the "Map Users" button and I cannot find any description of this in the codex or the wiki. Is there somewhere that explains this well, as I'm not sure if I have to click this or not? If it matters for me, the way I am using my site is a basic blog without very many registered user commenting (mostly the authors/admins are logged in) and I'm not going to be integrating the posts > forum topics.
2) I'd like to make it so that when a new member registers, they are given somewhat limited abilities -- mostly not able to post images and create signatures. But I'd like them to automatically be bumped up to normal capabilities membership level after a few posts. I have studied the forum ranks and understand the user groups and permissions pretty well. But I'm still a bit confused on how to accomplish this?

SP access control (and the Getting Started section of our Codex might be worth a read) is based upon the relationships between SP User Groups and SP Permission Sets being assigned to each other at Forum level.
The 'Map Users' option allows you to set up default User Groups for both Guests (non registered users) and your basic Members. It can also set up more advanced mappings between WordPress Roles 9if you are using them) and SP User Groups.
In most simple forum setups the defaults are often enough although I note your two tier access requirement. This is achieved with forum ranking (from the admin components menu) where you can specify how many posts a user must make before being automatically promoted to a specified user group.
So it sounds like you will need at least 2 User Groups for your members (your 'rookies' and 'promoted' members) and at least 2 Permission Sets - one for each. And possibly a Guest permissio0n set as well even if only to ensure non-registered users have no access at all.

I understand the User Mapping Settings (the first part of the page), but what's throwing me is the second part, Map Users. In particular, this from the help menu: "Choose whether you want to keep exisiting memberships or completely replace existing memberships." Am I correct in thinking that a SP user can have more than one membership (I assume a membership means belonging to a user group), and that one option will simply add a membership to a SP user, and the other option will replace any and all memberships the user already has with the membership set up for that user role in the above Mapping Settings?

Got it. Clear. One further question though. Where do I tell SP what the initial user group is that a new registrant is to belong to? Just can't find that.

yes, a user can have multiple memberships in usergroups... the user will get the best of the permissions if both applied on same forum... so if a user has membership in A and you add membership B, he will have membership in A and b... and the best permissions will apply if both used...
but we also have the option to limit membership to a single usergroup... so if the user has membership A and then you add membership B, he would lose membership in A... This is most often used in membership sites where you purchase some kind of membership.
you set up the initial membership for new registrants on the same map users to usergroups panel... look for the one that says default membership for new members...
we are using the tinymce richtext editor here... with the cirkuit skin...

Well, I'm back. Sorry.
I set the default user group for new registrants to a user group I created named "New Member" but (and I tried this twice) new registrations become Member, not New Member. I've attached screencaps of user group "New Member" set at the default, my Forum Ranks, and the profile of the user to show he's a Member and only has one post.
What did I do wrong?
sounds like you are confusing usergroups and forum ranks... two different things... you set the usergroup a new member gets on forum - usergroups - map users to usergroups...
then you can also use forum ranks to control a user's usergroup membership... keep in mind the what that number of posts column is... you get that forum rank until the # of posts is achieved... then you advance to the next forum rank... you might be interpreting that wrong... and did you assign a user to a new usergroup when he attains that rank? sorry cant see the image since replying via email...
