I asked my service provider and they simply told me this:
"Josef M. - Server Support: When you uploaded the file it may have had permissions already set on the folder"
...no idea what to do with that bit of info.

they just mean a file my get the permissions from where it was uploaded... did you check the folders I asked?

When I tried just now to recurse all the files down from wp-content to be CMOD'd to 777 just to see if THAT would work it said this
"550 CHMOD 777 Operation not permitted"
....but ONLY for the sp-resources folder.
Thoughts?

reverted everything back to my old permissions then tried changing the permissions for Simple Press online to see if that would help me change teh permissions for sp-resources... that didnt work either. no idea why i cant get sp-resources to allow me to change the permissions. still only that folder giving me issues.

Probably a matter of ownership. Normally a new folder will inherit the ownership of the user creating the folder on the server. But it's not unknown for folders to be created under the wrong ownership - the root for example.
You may need to ask your hosting company to reset it.
