by default, in wp, Any user can access the wp admin at http:/your-site.com/wp-admin
if you have something blocking admin access then that will need to be resolved. if using sp block admin feature, it let's moderators into admin.
remember, moderator means membership in sp moderator usergroup.

how? using simple press block admin or another plugin to do it? if other, seems like it would include a whitelist or exempted users... if simple press, it wont block moderators... and membership really has nothing to do with blocking access to wp admin.. users wouldnt be able to do much except their profile anyways...
but if something else blocking sp moderators from the wp admin, they will have a hard time setting their sp moderator options...

Take it back a step. Have your moderators actually tried to get to the site admin? You have not answered that question?
In our site settings, only Administrators can access the site admin.
I've worked around that by making the Moderators temporary Admins so that they can set up email notifications.
However ... their email notifications aren't showing up.
What could cause that glitch?
Thanks for your patience answering all my questions

wp sends the emails, not us... but you receive them?
and the moderators are members in usergroup that has the moderator flag set?
of course, they wont receive notifications on their own posts either...
