Yes, I'm aware of all that, though my users are not (thanks for your preface )
In this case, the user was finally able to upload her image after I removed all size limitations, but (thankfully) realized that an image size of 1935x2592px is not very useful for viewing online. It was a teaching experience for all involved, since I'm relieved to know that there was a very logical reason for the error (the pic really WAS too big!) I'm resetting some max size limits, and will know better for next time how to advise non-technically-inclined users.
(This user is going to stick with directing people to her Flickr stream when she wants to share an image. Whatever works!)

Well I just opened a ticket to get the popup help beefed up as it doesn't really say anything that useful!
But... The file size setting has ultimate control of the size of the file that can be uploaded.
One the other hand - and understanding that file size does not equate to dimensions - the dimension settings can be set so that any upload within the file size constraints - but bigger than the dimension constraints - will be resized down to those dimension settings when it is saved.
Alternatively - if you want to allow people to upload images that are very big (in dimension) you can go to the forum admin > Options > Content Settings and set them to be constrained to the users available window size when displayed. This option does not resize the image for saving but simply resizes on display to fir the current viewers available real estate.
