The Ordering panel was an attempt to fix problems some users had had with ordering and what was a not very intuitive method of doing it. Sadly - what was missed was one sort of ordering 'corruption' that then failed to show up in the ordering panel. This has been fixed and is ready for the update.
Now - I have not tried this but I see no reason why technically it should not work,. The reason I asked about your database access was to suggest that you (1) quickly turn all sub-forums into main forums (a quick and easy task via phpMyAdmin for example) and then (2) Use the ordering panel to re-order and to make your sub-forums.
As I say - I have not tried this but it should be fine. The problem with the current ordering panel has been the data sent to it so lceanign that first should overcome that issue.
Of course - if you were to try this then as always, I would recommend a backup even if only of the sfforums table as well as putting the forum into 'maintenance mode' while you change things.
