actually, the forum tools do open... but the z-index is such that its hidden behind your site... with the scrolling background from your theme, its using a higher z-index forcing the popup dialog of the tools to be hidden...

suggested adjustment to account for your wp theme is to edit your sp theme (make a child theme or your own theme first) and change the z-index of

.ui-dialog {
 z-index: 1000 !important;
 }

it would go in the main css file of the sp theme you use... so varies...  and as recommended, you should make your own child theme or custom theme so you dont lose any changes if you update the theme...

another alternative would be to put in your wp theme css file... or if your wp theme provides a way in the wp admin of doing custom css, you could put in there as well...
