Currently my forum timezone is set to UTC, I would like to change it to PST.

This is actually more of a global setting so to speak, and is found in the admin panel under - WordPress 'General Settings' as opposed to Simple:Press Forum settings

Great thank you, I was able to change the servers timezone, however my timezone is still set to UTC, how would I go about changing that?

Good stuff, individual timezones (for the user, instead of the forum) can be set in your forum profile. Click 'Profile' at the top of your forum page, then the 'Options' tab, then 'Edit Display Options'

Thank you so much again, okay one more question for you, can I default what a users timezone is when they make an account, because it sets everyone to UTC? Or is there a way for the forum to recognize their timezone and set it accordingly?

New users will automatically get your server timezone (as at WP general settings) as a default timezone setting
