I'm getting this in my java console:
no... we do not use block ui...
that jquery min.map file is a wp goof from 3.6... they left a bad reference... they have fixed it in next version...
have you tried switching to the wp default theme and seeing if things get better...
did you ever resolve the caching to NOT cache the forum page? all the forum content appears on the single wp page.. so its dynamic and cannot be cached... you still show it active... and I am still getting served cached pages... cached pages can stop js (ie forum tools) from working...

I've definitely disabled the caching of the forums:

It shows the Requested URI is rejected, meaning its not cached.
With regard to javascript errors, the uncaught type error exception is happening as a result of tinymce. The only usage of that on this page is from the tinymce plugin for the forums. Could this be causing the javascript to stop?
no, doubtful... its just a file wp is trying to include that is not found... the file is not needed by wp and the reference was left in by mistake...
my question on caching was really did you disable if for all types of enabled caching? each type has its own exclusion list...
any still asking if you have tried a temp switch to the wp default theme to see if things change...

Anytime I click on the forum tools button I get:

It really makes me think this is some kind of jquery snafu.
I'll try the default theme, I don't think its my theme though... everything else works.
So the fact that the tools started to work is most indicative that the theme is loading something hostile or a standard component bypassing the WordPress API. Did you check for this?
I still have trouble thinking this is related to the whole page not loading however and still think that is some sort of server issue. Same as I still have the open question regarding the php memory.

I'm working with the Theme developers to address the potential jQuery conflict with the Theme that keeps the tools popup from working. As you say, that did not have any impact on the loading the posts, as I still had problems loading the posts with the default theme.
I pasted the stats from the Toolbox output earlier in this thread.
