You do have some weird ones!

Can you go to the forum admin > Toolbox > Housekeeping and click on the task 'Reset Combined CSS Cache'. Then try again on mobile. If no change can you turn the cache off (forum admin > Options > Global Settings) and come back here so I can taker a look without the cache interfering....

Well that looks promising.

Are you using a dedicated mobile theme in Forum > Theme > Mobile Phone Theme?

If you have enabled Reboot in Mobile Phone Theme to use a different overlay, you need to just turn off mobile theme support.

Reboot being responsive will automatically switch to mobile display without it needing to be selected under Mobile Phone Theme, this option is really for people who want to run say Default theme on desktop and Unified / Reboot on mobile.

Oh! Great. I disabled tablet and mobile.

But its still the default red in color and not my light blue..

Any other cache somewhere that I should clear:)?

That depends, are you running any caching plugins? If so the forum should be excluded from being cached as it's dynamically displayed on one page - Caching will cause all kinds of problems.

Still I'm not sure if this could be the issue, have you ever run Reboot mobile in red?

Good news!.. Although not sure what cache could be responsible, it could just be the cached files were left over even after forum caching was disabled. Fingers crossed it continues to behave.
