Apologies for the delay. It has been one of those days.
Could you make this user you have sent us an SP Admin so we can see the SP menu? If so then forum admin > Admins > manage Admins and add the user to the admin list with all capabilities checked.

I did Forums - Admins - Manage Admins but then there is no option to add another user?
