Hi,

Is it possibel to let my user not make a new topic in a group but they can reply to the topics in the group ?

yes, give the user (via usergroup and permissions applied to a forum) permission to reply to a topic but not to create a topic... if you have multiple forums in the group, you can apply that usergroup/permission to any or all forums...
