Plugins and Themes folders locked?

Just to confirm I have had exactly the same problem. Tis quite unusual!
Fortunately my host provides the ability to chown the relevant folders/files and this did resolve the problem!

Odd behaviour and I really don't understand why one or two people have had this issue. We are, after all, simply performing a mkdir() call which should automatically inherit the parentage and permissions from the enclosing folder - wp-content.
If you or anyone has any ideas why this should go wrong every now and then we would love to hear them.
