My apologies. I took a risk of loading up the database so that I could then use the UI to ensure the emails were disabled. So in that couple of minutes while i did that it must have sent it out!
I am unsure how though! I have now ensured that my saved test database has those values off so it should definitely stop now.

The problem is that when I refresh my local database copy for dev and testing, I have to run the local website in order to turn off the emails. In that one run, the cron system sends out any in the queue. I don't know how to stop them sadly. But I am still trying to find a way
