Hello and firstly, thank you for taking the time out to try and help!
I'm not normally one to ask for help but I'm well and truly baffled.
I am using THIS wordpress theme, as being used on the display page itself. It uses a side scroll to move the central contents with an immovable border to give the impression of using a tablet. Works as per usual for all pages except for the forums as a guest. As a guest, I am unable to scroll the forum page to view the contents. The second I sign in, the scroll bar magically re-appears!
Has anyone had an issue like this before? What could signing in change with the display to turn on the side scroll?
I have tried tinkering with the style.css to no joy. Tried various simple-press themes. I am at a complete loss. Any ideas?

I can tell you that there are no vertical scrollbars on the site you linked to for me when I visit...

You'll be viewing the website as a guest. Each page that requires scrolling, allows it until you reach the forums.
When you view the forums at http://www.spicyotaku.com/forum/ , you will see that the right hand side scroll bar to scroll the contents vertically is no longer present and so only the top section of the forum is readable.
Once logged in however, the scroll bar magically appears enabling full viewing of the forums.
A test account has been created for you to see for yourself.

I had thought it may be due to permissions, style.css or themes but nothing I try has thus far worked.
Any assistance would be greatly appreciated.

I am not sure what interaction sp could have there... we dont log folks in, wp does... we dont know anything about the wp theme surrounding the portion of the page the wp theme gives us... remember the output of the forum is just like the content of any other page...
and frankly, even when logged in, I dont see any scrollbars... but the mouse wheel does scroll...
I do see an error on your site:
"NetworkError: 404 Not Found - http://www.google.com/buzz/api.....9878493175"
do you know how that theme does its thing?

Without a mouse wheel, said scroll bar is needed to browse the forums.
It may well be that it is the website theme but then I cannot understand why it works fine with every other page and indeed, with the forum when logged in. Only issue is the forum as a guest in which the side scroll bar is missing.

Seems it is indeed a problem with the theme itself and not the forum. After changing the website theme, the problem vanished.

well, I dont think I was even getting those scrollbars... but the mouse wheel worked... but as guest, view was teh same but mouse wheel did not work...
