seeing a bunch of errors on every admin page... most scripts dont seem to like the split command... only had short time to look, but wp scripts are being concatenated on the admin pages... and there seems a problem there...
could you try adding the following line to your wp-config.php file near the top and the other defines:
define('CONCATENATE_SCRIPTS', false);
then clear your browser cache and try again...

Followed your instructions to no avail. It did not prompt me to verify that I wanted to make the change, nor did it save the setting.
I'm curious, if I deactivate and then uninstall the post ratings plugin, will it remove the settings and data associated with it completely? If so that may be the easiest thing to do at this point. With the low number of posts currently, I doubt it would be a big deal for users to rate the posts again, and I'm not that concerned if they choose not to.

Here's a kicker. I logged out of the site, closed my Chrome browser and opened up Firefox. and changed the post rating plugin option.
The change worked perfectly.

closing the browser would fully clear the cache as I had requested... so it might just be the issue with script concatenation I was seeing on your admin pages...
