The only other thing I can suggest is trying a standard SP theme as opposed to your custom / child Reboot theme. Try Reboot itself or Unified / Default. If the button shows up fine then it could be something's been knocked when creating your custom / child theme.
Past that, I'm afraid we will have to wait for Steve or Andy to take a look as there's nothing I can see indicating where the problem is coming from.
The only difference there would be that Barebones uses glyphs instead of images, but I believe it still creates the same div 'spIcon sp_RateDown'.
That got me thinking, so I just went to check locally and realised not only is mine set to stars but I've only been running Barebones locally recently. I enabled thumbs and the rate down is also missing for me in all other themes..
I'll open a ticket so we can investigate.
Not following this... think its a different issue... they never existed in any of our themes... until barebones came along...
the icons have always been provided as part of the plugin... themes could override if wanted, but did not need too...
I would argue at some point, we broke the find icon call... but they should NOT be needed in the themes... and if not found in theme, should fall back to the plugin provided ones...
so yeah, we still need to resolve...
