what is not translated? the uploader itself and the translations are a third party library... and do you have our translations for the uploader text we add - thats different than the uploader language on forum - components - file uploads...
and actually, it doesnt look like the plupload folks provide a hebrew translation with their library...

I can only repeat what Steve has already said.
The problem with the plupload component (and the tinyMCE editor is the same) is that they are third party (Moxie) libraries that both WordPress and Simple:Press use. They do not use the standard 'get-text' system for translations as they are virtually written entirely in JavaScript which does not support 'get-text'.
They come with their own translation system and you can see the files in the plupload folders which (by default) will be at wp-content/sp-resources/forum-plugins/plupload/resources/jscript/i18n/... As Steve noted - there is not, currently, a Hebrew file. The next time this is updated however, we will see if there are more language files available.
You can make your own however. Just copy an existing one, rename and make the changes.
