Support Forum
Just to let you know, I deactivated all my plugins to see if that would help, but it didn't. I also temporarily changed the theme which didn't fix the issue either.
I am really worried now since I cannot manage the forum completely anymore. Any idea from your end how to address this issue?
At the moment I have no ideas why your site should be playing up like this. I am waiting for @mr-papa to return hoping that he can think of something. You could, perhaps, set up an account for us so that we can log on to your site and see the behaviour, perhaps with a dummy topic somewhere we could play with but that might not throw up anything obvious of course.

I will be back from business trip saturday... not much I can do from here...
some questions, hopefully not duplicative...
can you give us a link to look for any conflicts or other issues we might see? doesnt have to be admin, but at least able to see forum...
did this start occurring when you switched to Generate Press? was it working previously? does it work with default wp theme?
do you use any caching or cdn?

This is the forum:

I think I did notice it when I switched to Generate Press, and yes, it was working previously. However I did test this by switching to the Twenty Fifteen theme, and the issue persisted.
What I have been noticing is that I cannot edit topic titles anymore, and I cannot move posts anymore, which happen to be the two functions I use most.
I use caching from my hosting company's (Siteground) own SG Optimizer plugin, but I have the forum excluded from the caching.
looks like you are using our js caching... did you clear it out after you switched themes? if not, it may not have mattered... you can clear it out on forum - toolbox - housekeeping... can you try again and then clear out the js cache? may not matter, but worth a shot - especially if it was working before...
nothing else jumped out looking at the page source...

well, we are kind of grasping at straws here since this is a one off issue...
couple more easy things to try to shape up the order of js loading...
first, try disabling the combined js cache on forum - options - general settings...
if no help, then try loading the forum js in the header on forum - integration - page and permalink...
possible changing the order of loading will help...
barring that, about the only other thing I can think of now would be to get admin and ftp access to the site so we can upload some debug code to see where its going south...
